Crime in India 2022: Volume-I

The three-volume report Crime in India 2022 was published by the National Crime Records Bureau, an agency under the Ministry of Home Affairs, Government of India, in December 2022. This is the 70th edition of the annual Crime in India report, the first of which was published in the year 1953.

Crime in India 2022 presents data for the year 2022 on crimes across the country. It is based on information from the 36 states and union territories of the country and various police and law enforcement agencies such as the Central Armed Police Forces. The methodology employed is the 'Principal Offence Rule': when several offences are are registered in a single FIR (First Information Report), only the "most heinous crime i.e. the one that attracts maximum punishment" is considered. 

The report consists of three volumes. Volume I includes a summary (Chapter 1), Murders (Chapter 2A and 2B), Kidnapping and Abduction (Chapter 2C and 2D), Crimes against Women (Chapter 3), Crime against children (Chapter 4) and Juveniles in Conflict with Law (Chapter 5). Volume II of the report consist of six chapters providing detailed data on crime against senior citizens, Scheduled Castes and Scheduled Tribes, economic offenses, cybercrimes, crimes considered anti-national and offenses related to the environment. Volume III focuses on data for crime in railways, crimes committed by or against foreigners, custodial crimes and cases of property stolen and recovered.

    FACTOIDS

  1. Of the 445,256 cases of crime against women registered in 2022, a majority (31.4 per cent) were cases of cruelty by husband or his relatives, followed by cases of kidnapping and abduction (19.2 per cent), assault on women with intention to outrage her modesty (18.7 per cent) and rape (7.1 per cent). The report adds that 428,278 cases of crime against women was registered in 2021, marking an increase of 16,978 cases in the following year. 

  2. Crime rate registered against children per lakh population has shown a marginal increase from 33.6 in 2021 to 36.6 in 2022. Majority of the crimes were under the head of kidnapping and abduction (45.7 per cent) and Protection of Children from Sexual Offences Act, 2012 (39.7 per cent) including child rape.

  3. Of the 37,780 juveniles in conflict with law, 29,690 (78.6 per cent) were in the age bracket of 16 to 18 years in 2022.

  4. The report states that 28,545 cases were registered for committing crimes against senior citizens (aged above 60 years). This marked an increase of 9.3 per cent in registration over 2021.

  5. A total of 28,522 cases of murder were registered during 2022, showing a marginal decline of 2.6 per cent over 2021.

  6. In 2022, a total of 5,824,946 cognizable offenses were registered, showing a decline of 271,364 cases (4.5 per cent) from the number of registered crimes in 2021. 

  7. From the reported offenses in 2022, 61.1 per cent (3,561,379 cases) were Indian Penal Code (IPC) crimes, showing a decline of 2.8 per cent from 2021 while 38.9 per cent (2,263,567 cases) were Special & Local Laws (SLL) crimes, showing a decline of seven per cent from 2021.

  8. The report states that 32.5 per cent (1,158,815 cases) of the total IPC offenses in 2022 are offenses related to the human body, reflecting an increase by 5.3 per cent from 2021. Of these, 54.2 per cent (627,676) are cases of hurt, 13.7 per cent (159,096) are cases of death by negligence and 9.3 per cent (107,588) are cases of kidnapping and abduction.

  9. In metropolitan cites (with population greater than two million) a total of 2,031 cases of murder were registered during 2022, showing an increase 3.9 per cent over 2021.

  10. Kochi, Patna and Kozhikode reported the highest charge-sheeting rate under IPC during 2022.
