Crime in India 2022: Volume-II

The three-volume report Crime in India 2022 was published by the National Crime Records Bureau (NCRB), an agency under the Ministry of Home Affairs, Government of India, in December 2022. This is the 70th edition of the annual Crime in India report, the first of which was published in the year 1953.
Crime in India 2022 presents data for the year 2022 on crimes across the country. It is based on information from the 36 states and union territories of the country. It also contains statistics on 53 metropolitan cities with a population of two million or more according to Census 2011. The data is consolidated by state police agencies and validated at both the district and the state level. It is then scrutinised by the NCRB for discrepancies or inconsistencies before compilation.
The report makes note of several limitations, such as the lack of analysis of socio-economic causative factors of crime, the unavailability of data to compare crime rates of states and metropolitan cities, the unavailability of data for crime from Nagaland due to pending clarifications and the unavailability of analysis of crime rates for city-wise crimes under ‘children, SCs/STs and senior citizens’.
The report consists of three volumes. This 518-page document is the second volume. It is divided into six chapters, including crime against senior citizens (Chapter 6), crimes/atrocities against Scheduled Castes and Scheduled Tribes (Chapter 7), economic and corruption offences (Chapter 8), cyber-crimes (Chapter 9), offences against the State (Chapter 10) and offences related to the environment (Chapter 11). Volume I covers crimes committed against women and children and those committed by juveniles. Volume III details crimes in the railways, crimes committed by or against foreigners, human trafficking, missing persons, custodial crimes.

In 2022, as many as 28,545 cases were registered as crimes against senior citizens (60 years and above). This marked a a 9.3 per cent increase in the number of such cases registred in the preceeding year 2021. The highest number of cases were reported from Madhya Pradesh, followed by Maharashtra and Tamil Nadu.

Among these, cases of ‘simple hurt’ against senior citizen were the highest reported (27.3 per cent), followed by ‘other IPC crimes’ (23.1 per cent) and those of ‘theft’ (13.8 per cent).

Overall, 10,064 cases of crimes against Scheduled Tribes (STs) were registered across the country in 2022. This was an increase of 14.33 per cent from the 8,802 cases recorded in 2021. The crime rate against STs in 2022 was noted to be 9.6 cases per lakh population. Madhya Pradesh registered the highest rate of such crimes with 2,979 cases, followed by Rajasthan (2,521 cases) and Telangana (545 cases).

The report states that 57,582 cases were registered as crimes against Scheduled Castes (SCs) in 2022. Uttar Pradesh registered the highest number these crimes with 15,368 cases, followed by Rajasthan (8,752 cases) and Madhya Pradesh (7,733 cases). In 2021, 50,900 such cases were registered.

The crime rate against SCs in 2022 was 28.6 cases per lakh population. The largest proportion of cases were under the ‘simple hurt’ category (18,428 cases).

The report states that 1,93,385 cases were filed under economic offences (such as criminal breach of trust, counterfeiting, forgery, cheating and fraud) in India – an 11.13 per cent increase over 1,74,013 such cases regstered in 2021.

Rajasthan, with 27,848 cases, registered the highest economic offences in 2022. It was followed by Telangana and Uttar Pradesh with 26,321 and 22,409 cases respectively.

The report states that 4,139 cases of corruption offences were reported in 2022, marking a 10.5 per cent increase from the 3,745 cases reported in 2021. The highest number of cases were recorded from Maharashtra (749 cases), followed by Rajasthan (511 cases) and Karnataka (389 cases).

The report states that 65,893 cases of cyber-crimes were registered in 2022, marking a 24.38 per cent increase from the 52,974 cases reported in 2021. The highest number of such cases were reported from Telangana (15,297 cases), followed by Karnataka (12,556 cases) and Uttar Pradesh (10,117 cases).

In 2022, the country registered 5,610 cases of offences against the State, an increase of 8.6 per cent from the 5,164 cases registered in 2021. The highest number of cases were reported from Uttar Pradesh (2,231 cases), followed by Tamil Nadu (634 cases) and Jammu and Kashmir (417 cases).

The report notes as many as 52,920 environment-related offences which were registered in 2022, showing a 19.91 per cent decrease compared to the numbers registered in 2021. The highest number of cases were reported in Tamil Nadu (30,870 cases), followed by Rajasthan (9,529 cases) and Kerala (5,262 cases).
