The eight-member National Commission on Farmers, chaired by Prof. M.S. Swaminathan, was set up in 2004 by the United Progressive Alliance (UPA) government to assess the extent of India’s agrarian crisis. This first report was meant to assist central and state governments in arresting the decline of farm incomes and abating farmers’ distress.

This second report focuses on the public spending and administrative initiatives that were required to mitigate India’s agrarian crisis. These included reforming the supply of credit, setting up state-level farmers’ commissions, and compiling a census of farm suicides. These measures had to be implemented immediately, the Commission said, and would continue till the end of the 11th Five-Year Plan (2007-12).

This third report discusses ‘2006-07: Year of Agricultural Renewal’, a programme to increase farm productivity and profitability without any ecological harm. It also records the NCF team’s observations from field trips to two important agricultural locations – Punjab and Maharashtra.

This fourth report summarises the recommendations made by the Commission in its earlier reports. In this report, the NCF presents a Draft National Policy for Farmers that focuses on the ‘human element’ in agriculture, and rejects the idea that agricultural progress must be measured only through the quantity of foodgrains and farm commodities.

The first volume of the fifth report addresses key economic issues affecting the Indian farmer (especially one with small holdings); how the agricultural sector can be revamped; how agriculture’s ecological foundations can be strengthened; and how disenchanted youth can be drawn to work on farms, among other things.

The second volume of the fifth report reiterates the need to address India’s agrarian crisis and revive the pride associated with farming “as a way of life and as a means to livelihood.” It also summarises all the state-level consultations organised by the Commission that ultimately led to the Revised Draft National Policy for Farmers.

The aim of this revised draft policy was to stimulate action and assess agricultural progress in terms of the incomes of farm families – not the quantity of farm commodities produced. It suggested that agrarian prosperity, food security and sovereignty be the underlying principles of all government policies related to agriculture and rural development.
