ਹਸਦੇਵ ਅਰੰਡ ਜੰਗਲ ਉੱਤਰ ਛੱਤੀਸਗੜ੍ਹ ਦੇ ਕੋਰਬਾ ਤੇ ਸਰਗੁਜਾ
ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਫੈਲਿਆ ਹੋਇਆ ਹੈ। ਇੱਥੇ ਮੱਧ ਭਾਰਤ ਦੇ ਸਭ ਤੋਂ ਚੰਗੇ ਜੰਗਲਾਂ ਦੇ ਜੁੜਵੇਂ ਖੰਡ
ਪਾਏ ਜਾਂਦੇ ਹਨ ਅਤੇ ਬਾਰ੍ਹਾਮਾਸੀ ਜਲ ਸ੍ਰੋਤ, ਦੁਰਲਭ ਬਨਸਪਤੀਆਂ ਤੇ ਹਾਥੀ ਤੇ ਤੇਂਦੂਏ ਸਣੇ
ਵੱਖ-ਵੱਖ ਜੰਗਲੀ ਜੀਵਾਂ ਦੀਆਂ ਪ੍ਰਜਾਤੀਆਂ ਪਾਈਆਂ ਜਾਂਦੀਆਂ ਹਨ।ਪਰ ਇਹ ਖ਼ੁਸ਼ਹਾਲ ਵਾਤਾਵਰਣਕ
ਤੰਤਰ ਖਤਰੇ ਵਿੱਚ ਵੀ ਹੈ, ਕਿਉਂਕਿ ਇੱਥੇ ਭਾਰੀ ਮਾਤਰਾ ਵਿੱਚ ਕੋਲ਼ੇ ਦੀਆਂ ਖਾਨਾਂ ਪਾਈਆਂ ਜਾਂਦੀਆਂ
ਹਨ- ਹਸਦੇਵ ਅਰੰਡ ਕੋਲ਼ੇ ਦੀ ਖਾਨ, ਕੋਲ਼ਾ ਮੰਤਰਾਲੇ ਦੁਆਰਾ ਦਿੱਤੇ ਗਏ ਅੰਕੜਿਆਂ ਮੁਤਾਬਕ 1878 ਵਰਗ
ਕਿਲੋਮੀਟਰ ਵਿੱਚ ਫੈਲੀ ਹੋਈ ਹੈ ਤੇ ਇੱਥੇ ਇੱਕ ਅਰਬ ਮੀਟ੍ਰਿਕ ਟਨ ਤੋਂ ਜ਼ਿਆਦਾ ਕੋਲ਼ਾ ਭੰਡਾਰ
ਮੌਜੂਦ ਹੈ। ਇਹਦਾ 1502 ਵਰਗ ਕਿਲੋਮੀਟਰ ਇਲਾਕਾ ਜੰਗਲ ਹੇਠ ਆਉਂਦਾ ਹੈ।ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਪਿਛਲੇ ਕੁਝ
ਹਫ਼ਤਿਆਂ ਤੋਂ ਤੇਜ਼ ਹੁੰਦੀਆਂ ਗਤੀਵਿਧੀਆਂ ਕਾਰਨ ਇਸ ਇਲਾਕੇ &#39;ਤੇ ਖ਼ਤਰਾ ਹੋਰ ਵੀ ਵੱਧ ਗਿਆ ਹੈ। ਕੋਲ਼ਾ ਮਾਈਨਿੰਗ ਕਰਨ
ਦੀ ਜਲਦਬਾਜ਼ੀ ਤੇ ਭਾਈਚਾਰਿਆਂ ਦੀ ਭੂਮੀ ਕਬਜ਼ਾਉਣ ਦੀ ਕਾਰਵਾਈ ਦੀ ਗਤੀ ਵਧਾਈ ਜਾ ਰਹੀ ਹੈ।ਹਾਲਾਂਕਿ ਰਾਜ ਸਭਾ ਵਿੱਚ
ਵਿਵਾਦਗ੍ਰਸਤ ਕੋਲ਼ਾ ਮਾਈਨਿੰਗ ਬਿਲ ਪਾਸ ਨਹੀਂ ਹੋਇਆ ਸੀ, ਪਰ ਸਰਕਾਰ ਨੇ 24 ਦਸੰਬਰ 2014 ਨੂੰ <a href="https://bit.ly/1vW2Xz7">ਫਿਰ ਤੋਂ ਇੱਕ ਆਰਡੀਨੈਂਸ ਜਾਰੀ
ਕੀਤਾ</a>, ਜਿਹਦੇ ਤਹਿਤ 90 ਤੋਂ ਵੱਧ ਕੋਲ਼ਾ ਬਲਾਕਾਂ ਵਿੱਚ ਭੂਮੀ ਅਤੇ ਵਣਾਂ ਦੀ
ਨੀਲਾਮੀ ਹੋਵੇਗੀ ਤੇ ਦੂਸਰਾ, ਕੋਲ਼ੇ ਲਈ ਕਾਰੋਬਾਰੀ ਮਾਈਨਿੰਗ ਦੀ ਆਗਿਆ ਦਿੱਤੀ ਗਈ।29 ਦਸੰਬਰ, 2014 ਨੂੰ ਇੱਕ ਹੋਰ
ਆਰਡੀਨੈਂਸ ਦੁਆਰਾ ਭੂਮੀ ਕਬਜਾਉਣ ਬਦਲੇ ਢੁੱਕਵਾਂ ਮੁਆਵਜਾ ਅਤੇ ਪਾਰਦਰਸ਼ਤਾ ਦਾ ਅਧਿਕਾਰ, ਸੁਧਾਰ ਤੇ
ਮੁੜ-ਵਸੇਬਾ ਐਕਟ, 2013 ਮੁਤਾਬਕ ਜਿਹੜੇ ਪ੍ਰਾਜੈਕਟਾਂ ਵਿੱਚ ਭੂਮੀ ਕਬਜਾਉਣ ਦੀ ਲੋੜ ਪੈਂਦੀ ਹੈ,
ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਪਾਵਰ ਪ੍ਰਾਜੈਕਟ ਵੀ ਸ਼ਾਮਲ ਹਨ, ਉਨ੍ਹਾਂ ਵਾਸਤੇ <a href="http://egazette.nic.in/WriteReadData/2014/162233.pdf">ਲੋਕ
ਸੁਣਵਾਈ, ਸਹਿਮਤੀ ਅਤੇ ਸਮਾਜਿਕ ਅਸਰ ਦੇ ਮੁਲਾਂਕਣ ਜਿਹੀਆਂ ਸ਼ਰਤਾਂ ਪੇਤਲੀਆਂ ਕਰ ਦਿੱਤੀਆਂ </a>ਗਈਆਂ ਹਨ।ਖ਼ਬਰਾਂ ਦੀਆਂ ਰਿਪੋਰਟਾਂ ਤੇ
ਸਰਕਾਰੀ ਦਸਤਾਵੇਜ ਇਸ ਗੱਲ ਵੱਲ ਇਸ਼ਾਰਾ ਕਰ ਰਹੇ ਹਨ ਕਿ ਸਰਕਾਰ ਵਾਤਾਵਰਣ ਤੇ ਆਦਿਵਾਸੀ ਲੋਕਾਂ ਨੂੰ
ਦਿੱਤੀ ਗਈ ਸੁਰੱਖਿਆ, ਜਿਸ ਵਿੱਚ ਜੰਗਲਾਂ ਵਿੱਚ ਕੀਤੀ ਜਾਂਦੀ ਮਾਈਨਿੰਗ ਨੂੰ ਰੈਗੂਲੇਟ ਕੀਤਾ
ਜਾਂਦਾ ਰਿਹਾ ਹੈ, ਉਨ੍ਹਾਂ ਨੂੰ ਕਮਜ਼ੋਰ ਕਰਕੇ, ਵਸੀਲਿਆਂ ਭਰੀ ਭੂਮੀ ਨੂੰ ਨਿਗਮਾਂ ਲਈ ਖੋਲਣਾ ਤੇ
ਉਨ੍ਹਾਂ ਨੂੰ ਹਸਤਾਂਤਰਿਤ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ।ਗੋਂਡ ਭਾਈਚਾਰੇ ਦੇ ਆਦਿਵਾਸੀ
ਹਸਦੇਵ ਅਰੰਡ ਵਿੱਚ ਵੱਸੇ ਪਿੰਡ ਦੇ ਵਾਸੀ ਹਨ। ਉਹ ਵੀ ਇਨ੍ਹਾਂ ਗਤੀਵਿਧੀਆਂ ਨੂੰ ਲੈ ਬਹਿਸ ਕਰ ਰਹੇ
ਹਨ, ਕਿਉਂਕਿ ਆਉਣ ਵਾਲ਼ੇ ਸਮੇਂ ਵਿੱਚ ਇਹ ਉਨ੍ਹਾਂ ਨੂੰ ਬਹੁਤ ਪ੍ਰਭਾਵਤ ਕਰਨ ਵਾਲ਼ੀਆਂ ਹਨ।16 ਪਿੰਡ ਵਾਸੀਆਂ ਨੇ ਅੱਧ
ਦਸੰਬਰ ਨੂੰ ਗ੍ਰਾਮ ਸਭਾਵਾਂ ਦਾ ਅਯੋਜਨ ਕੀਤਾ ਤੇ <a href="http://www.ruralindiaonline.org/articles/not-just-a-coal-block-gram-sabha-resolutions/">ਪ੍ਰਸਤਾਵ
ਪਾਸ ਕੀਤਾ</a> ਕਿ ਸਰਕਾਰ ਜੰਗਲਾਂ ਤੇ ਉਨ੍ਹਾਂ ਦੀ ਭੂਮੀ ਨੂੰ ਮਾਈਨਿੰਗ
ਕੰਪਨੀਆਂ ਨੂੰ ਨੀਲਾਮ ਨਾ ਕਰੇ।















ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਮੰਗ ਕੀਤੀ
ਕਿ ਸਰਕਾਰ ਪੇਸਾ ਤੇ ਜੰਗਲ ਅਧਿਕਾਰ ਐਕਟਾਂ ਨੂੰ ਲਾਗੂ ਕਰੇ। ਇਹ ਦੋ ਕਨੂੰਨ ਸਥਾਨਕ ਆਦਿਵਾਸੀਆਂ ਤੇ
ਜੰਗਲ ਵਿੱਚ ਰਹਿਣ ਵਾਲ਼ੇ ਭਾਈਚਾਰਿਆਂ ਦੇ ਅਧਿਕਾਰਾਂ ਨੂੰ ਮਾਨਤਾ ਦਿੰਦੇ ਹਨ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ
ਕੁਦਰਤੀ ਵਸੀਲਿਆਂ ਨਾਲ਼ ਸਬੰਧਤ ਫ਼ੈਸਲੇ ਲੈਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣਾ ਵੀ ਲਾਜ਼ਮੀ ਕਰਦੇ
ਹਨ, ਇਨ੍ਹਾਂ ਪ੍ਰਕਿਰਿਆਵਾਂ ਵਿੱਚ ਜੰਗਲਾਂ ਦੀ ਕਟਾਈ ਦੇ ਪ੍ਰਸਤਾਵ &#39;ਤੇ ਉਨ੍ਹਾਂ ਦੀ ਸਹਿਮਤੀ ਦੀ ਸ਼ਰਤ ਵੀ ਸ਼ਾਮਲ ਹੈ।
